Low-int and I’ve hit a wall.
What books will take me to the level of pic related?

Low int? More like high beg at best. I did a red line of your drawing and yeah, no real surprise, you have a lot to learn. A LOT.
First of all, the figure is completely nonsensical. I was being generous with that S-curve, too: this pose has basically no dynamics. Next, the values are COMPLETELY off. What color is her robe even supposed to be? How is she that well lit..... in the middle of DARK woods? Is this actually a studio or something? I'm guessing that's where your reference from (assuming you didn't use AI).
She The folds of the robes make no sense. The wing on that bird in the foreground is two completely different values, which again makes NO SENSE.
I'm sorry, but you might want to start with the fundamentals. Do boxes. Seriously. Just start with boxes. You have a really long way to go before you should even be thinking about "completing" drawings.

Similar skill level and I've recently started a sketchbook on what I want to get better at - anatomy in this case - rather than following a book this is more exercise based like draw all the bones in various positions, then draw the bone connections, then do figure drawing and draw the bones on top. When I get to muscles I will do the same thing.

At the same time I am still copying books in interested in but focusing on perfect accuracy in my copies. Every 2-4 weeks when I go and do a piece from imagination I seem noticeably better.

OP's work has literally nothing original going on it. It has a girl wearing robes... and some birds. The lighting is absurd. The pose is completely stiff. What is her back hand doing? The painting looks flat. Frankly I'm guessing it was traced from AI, because even though there's decent contrast, it's sloppy. Look at the bird's wing and tell me that makes sense.
Meanwhile, in my work, you can see a highly dynamic pose conveying movement. The shapes are all well-defined, even though I haven't finished the rendering. Color theory has been applied. Lighting is well-considered. There is perspective in the composition, with many layers of things happening. Furthermore, the piece tells an interesting or unusual story. What is the story with OP's painting? Oh, a lady with birds.
