I recall a couple of tips from an old animator.
-Divide hair into front/side/back sections, and maybe top and bottom layers, and animate them separately.
-Animation loops for those sections should have different number of frames, and that number should be prime, i.e. 5, 7, 11, 13.17, etc. This way they'll never synchronize with each other, so it won't look like a loop no matter how long you need it to play.
