how do i train my eyeballs to percieve angles more accurately?

Draw an estimate then both measure the reference and the guess and make corrections. Look at tendencies in your guesses.

I train angles the same way I train proportion, distances, etc.
I try to copy something and make an educated guess, then actually measure what I did VS what it's supposed to be (can just overlay layers if working digitally), correct my work, and make a mental note. After a bit you'll start to notice your flaws and can force yourself to compensate for them. For example in my case with proportions, I have a tendency to put too much distance between ribs and pelvis, resulting in a torso that's way too long, so now whenever I draw I make the effort to draw them closer than what feels right at the moment, which usually ends up being right.

By the way, once you're like 95% correct you can move on to something else because any more plate copying will give you diminishing returns time better spent on what you really want to draw.

Your eyes already perceive angles just fine. Your brain gets in the way because it filters detail into useful abstractions. Free your mind of the burden of making assumptions about what you're looking at and let your eyes lead your hand. I think blind contour exercises are good practice for getting into that mindset.
