got my first ones on pixiv. a random guy sent me a message saying he liked how I drew and if I was interested in drawing for him. I didn't even had 500 followers at the time, too
now that drawing looks good but in my experience, commissioners will care more about the colors than the lines, unless they're artists as well, so you'll have to advertise yourself with colored drawings. or with manga pages

I just use Twitter and have my DMs open. People message me when wanting to commission me. They send me their email and I send them an invoice through PayPal. Easy.
