Just do it.

Start with a small sketchbook just for your shittiest and dumbest ideas. Keep it with you at all times. Put everything in there, no matter how dumb or silly it is.

About the sheets of paper, nothing wrong with it. I have them collected in a plastic box, everyone with a date on them. If you are making simple sketches, you don't need higher quality paper. I did buy like 500 sheets of paper made out of sugar canes, for 10~15$

Imagine being a stapler that can only stamp out one staple.
That's literally not a stapler.
You have to fill the function to be described by the term. You have to shit out art as a matter of course for you to become an artist.
And at that point individual works shouldn't even matter to you. At all. Markets don't develop out of sustenance, they follow excess. It has to be worthless to you because it drips out of your crotch like piss. All art is shit. Everything you'll make is shit. Worthless fucking garbage. Now go make some more. Just throw it out if nobody wants to pay you for it. Or remain just a plain shitter like the rest of them.

For the first one, you really just have to get over it. Maybe start by inking sketches that you aren't 100% in love with.
For the second, get the cheapest sketchbook and pencils you can. It's hard to get over the hurdle of thinking your sketches aren't even worth the paper you draw them on or the graphite you used to create them. But less valuable materials make it easier to acclimate to the feeling of "waste".
