How do I achieve this effect of having the lineart color match up to the fur/clothing/hair color in its place? Is there a trick to it or is it just putting down lines in the color they are next to?

Artist here. I actually have no idea how to render or even ink this picture. I'm not sure what style would be best, and I don't know how to portray all the wrinkles and stuff in a setting that's not a very messy sketch.

Find pride in your work. Every time you finish a sketch or a a picture, no matter what it looks like, you've made a step towards becoming better, and every step is worth a lot. If it's not looking how you want it--then take some time and figure it out, so the next time you sit down and try, you take another step forward.

It's never fast or easy. Just trying is something to be proud of.

It was a half-joke. I see the one character in the top left who's got a different rotation, but also the bottom left where the character heads are all basically identical except for the hair.

That’s the trouble with designing parent characters. You want them to resemble their offspring, but it can easily become too similar. I also tend to give members of the same species similar snout and nose shapes, with only minor variations on the chin, jaw, and brow (usually depending on gender)

The delineation between fur and skin, like on the muzzle or the mouse's feet, look a bit strange and out of place. In the case of the bull's muzzle it should blend into the fur, and the mouse should have some fur covering the transition. Mouse's usually don't have fur on their hands as well.

Do people ever commission messier art like this?
I've been drawing for 10ish years now, but right now I'm plagued by ego and perfectionism.
I can draw super clean shapes, and the problem is that I tell myself that's superior in some way, when in reality I have the most fun creating when things are a little messy.
Any advice or tips for being aesthetically imperfect would be really appreciated or how to tie a bow on this sort of drawing?

Well it's not a bad attempt at least. Remember the pussy box and you'll be making the best pussies in no time.
As for criticism, the opening seems a bit too high up, and the outline of it is too well-defined. Even when the hips are slightly raised, which I believe is what's implied here, they still conform to the curvature of the torso. The 'shape' of the vulva is made by how the legs and butt frame it, usually, and not because the organ itself is protruded enough to have that shape. I find with vulvas, the more subtle the better. What the imagination conjures is often more tantalizing than what you actually draw.
This is kind of how I'd do it, but I'm far from an expert myself. Maybe someone else can redline my redline lmao.

Well I have to ask; what are your goals? Honestly, it seems fine for the most part. Usually, artists get frustrated because they aren't exactly like their influences, which isn't a bad thing. You wanna be you, but using your influences as a frame work can help boost you up a bit.

An exercise that many people recommend is stuff like getting references and artists work, and try to mimic their style as best as possible.
