I have no idea where to start from, I tried on paper, on my phone, I even tried picking up a Wacom board that was on sale at a store, tried drawing different things, tried different tutorials, I have no idea where to go from here, my drawing still looks like absolute shit anytimne I try, am I just doomed? willl I ever be able to draw decenetly

If you can see your art looks like shit, there's hope for you. Hit the tutorials and study books, study your fav artists and dechiper what they do better and emulate it. You can't get better if you don't do and practice

this pyw often, increase odds of getting good advice/draw overs etc. buy a sketchbook, fill it with crappy drawings of your favorite things, fill another, and another, you'll see improvements. Try doing simple studies too, draw a book on your desk, draw a cup etc, getting good at those basic forms in 3d help so much.

Is the issue that you can't decide what to draw on, or that you're just can't figure out how to start?
If you're trying to work out which medium, I say paper and pencil. It's the most basic no thrills or bells and whistles approach to drawing, and I think that's important in not getting bogged down with anything but just the act of drawing itself when starting out.

If you can't decide on how to start learning - try that david Finch routine everyone throws around, or if that sounds dull, maybe try this marc brunet one instead:

I don’t know you so this might not apply but it might help to put less pressure on yourself at the start and just try to draw anything that happens to interest you af all with out fear for how it will come out or how good an idea it is. You’ll just start to notice a gap between things you want to be able to draw and what you can and that gives you a direction to practice towards.

Warmup drawings are a real thing a lot of artist do. Just loosen your hand and try different textures and shapes and lines

couple minutes of warmup drawings (figures or doodles) will help, then switch into some light study. I like figures because it takes the guesswork out of what to draw, you just pick a figure and go.
the david finch roadmap gets posted a lot, you could start there or read the sticky
one big mental hurdle a lot of begs have is trying to one shot the perfect piece then crashing when they realized it sucks. before you start tell yourself your piece is going to suck and that's ok, you're going to draw it anyways.

why do people always post tutorials and all this insane bullshit for people JUST starting.

if you want to get into drawing, draw what you want. fanart for something, things you like, whatever. seriously, draw something that you'll have fun drawing, that's the first step in the process before anything.

because you can just become a graphite printer with no soul or you can find out things by just drawing, tutorials for later until you're comfortable with just the idea of being able to turn a blank canvas into something.
