Except for the 1-2 pages where a money shot is planned, usually 1 page or 2 pager spread, the rest of a manga chapter looks really mediocre.

There are some manga like Vagabond where a really high quality is achieved consistently, but these are the ones that release monthly or bi-monthly. Also let's be honest, there are less than 20 manga with consistent high quality art. Not trying to downplay their achievement, just saying that everything has its price.

That's really just the most prolific mangaka, but they're also the most successful for a reason. There are hundreds if not thousands of manga running in less popular magazines you've never even heard of with bi-weekly, monthly, or quarterly releases. The superstars who work the hardest aren't the typical mangaka

No. The minimum is 0. It's common to have a team of assistants, but it is possible to work alone and it has been done -- Nakaba, for example, only (loosely) employed a single assistant: his wife, who he'd have apply screentones and that's it. There are many more monthly or quarterly mangaka who work alone. A small team of people is not a requirement, but it can help. Hiring assistants introduces different problems (communication, checking & correcting work, not to mention having to train the assistants to start with) that plenty of mangaka simply prefer not to deal with. I've worked with assistants, and frankly I'd rather work longer hours/have worse artwork than work with assistants again.

This is a misconception. Most manga are not weekly.

This is also a misconception. Regular paid assistants are an out-of-pocket expense for the mangaka. Only successful mangaka can afford/need them, and even then some choose not to have them. Unpaid assistants are typically friends and other mangaka, who are only able to help each other this way because they don't have a serialized manga themselves. They're not working full time.
Mangaka are able to do their work in the same way Japanese animators seem more productive than those in the west: they've developed standardized production techniques that increase their efficiency and speed. Pencil->ink->screentones is a very efficient workflow.

On top of this, Most Eastern countries have multi-generational households. They live with and take care of their elderly. Social security is woven into their customs.
This is not about passing judgement on who's better, or how one country should operate like the other. I'm just pointing out different environments and different priorities that manifest in every field, including being a mangaka/comic artist.
