No one book is gong to cover enough to go from zero to your image. But pretty much anything you pick up will help get you there if you have the drive to learn and intelligently apply what you're studying and the self awareness to appraise your skills and figure out what you need to work on.

Grab a book with the fundamentals of drawing and replicate it in your SketchBook. Each trace of anatomy record it in your mind. Now after doing that try to make 1:1 copies of characters, memorize every line, angle and flow of the hair, legs, eyes, etc. Over time you will stop using references and you will be able to draw from memory.
If you still don't improve, repeat the process again, this time grabbing a different anatomy book. If you do that constantly in 5 years you will reach a high level.

I just learned how to draw the average human figure of 7 1/2 heads in size snd some basic perspective back in middle school on art classes, you don’t need more. The rest is up to your tastes. I don't know either of these guys because I learned Japanese before they were around but seriously, just read. Read and listen. As long as you have enough input that you actually try to understand you can make as many mistakes as you want, as long as you keep going you'll realize your mistakes at some point. It's not like drawing at all where you might not improve just by putting in more hours. Everyone's brains are wired to learn language.
