So, what the hell is it exactly, and is it any good? The people who practice it don't seem to agree with each other; they all seem to be doing some variation. Why is this?

Essentially, it's about carrying straight or curved lines through the forms to help relate the different parts and establish a sort of rhythmic design to underlay the finished drawing. These lines are sometimes structural (based on planes) but sometimes purely linear.
Is it good? I learned about it from Jack Faragasso's book, and didn't find it very practical. I think it could result in unintended stylization/distortion if the student isn't already experienced with figure construction and anatomy. Some artists swear by it, though.

It's a pretty efficient method desu. I use it a lot. Really I just use parts of it. I rarely build out the full figure using the full Reiley model. Watts is probably the best place to learn it since he is part of the "lineage".
IMO a combination of Reiley and Vilpu is the best method.
