So when I draw with a specific reference (left) I get a solid result with life, but when I try and do something out of mind it comes out motionless as (right)
how do I fix this

If you are drawing from imagination, first you need to think about what the figure is doing. It's fine to draw the "standing at attention" pose when you start out, but if you want action, the figure has to be doing something. So start with that. Think of yourself as a storyteller or entertainer and put your figures into interesting situations. Avoid drawing "practice figure no. 247 floating in the void." Don't pose the figure randomly or in a haphazard way. Think about yourself performing the action you want your figure to perform, and it helps to assume the pose yourself to get a feel for it. Draw a vertical line to the ground from the pit of your figure's neck to represent the center of gravity. If the figure is balanced (not falling or flying or walking or running), this vertical line should fall near the foot of the weight-bearing leg or, if the weight is distributed evenly on both legs, between the two feet. If the figure is leaning on a cane or against a wall, the center of gravity should be adjusted accordingly.

As humans that learned math, straight lines are easier to compute, but as artists, we need to ignore that comfort and adapt a new one, one that recognizes the gentle curves and slopes that best represent a bare leg, standing balanced, and holding up weight, as well as a relaxed leg, keeping balance, but has less weight.
Even an arm stretched out doesn't have a single straight line, it has muscles arcing up and down, almost braiding into each other, fingers outstretched with sinew and bone and fat, none of it straight lines like our lazy mind initially imagines it.

Well of course drawing a guy standing straight is going to be less interesting and dynamic that a man dramatically putting on his coat.

Draw interesting poses, and use action lines, don't draw a person just standing straight.
