the closest meaning to "permabeg" is someone who just doesnt improve not one bit. Which is impossible if you practice smartly.

But also keep in mind that "Permabeg", "Beg", and phrases like it don't mean anything outside of /ic/. They barely mean anything inside the board since people will whip those words out for art that clearly isn't beg.
