Family tends to be a subunit of a tribe you dumb trash, it is possible to have feuding families within a tribe. Besides people usually (not universally, early south slavs did just that with byzantine PoWs) not very keen on adopting strangers from a tribe they are currently at war with. Modern day japanese high school uniforms (not seifuku) are based on catholic school uniforms, so actually yes shitloads of school children (teens) wear stuff like that around the world.
