It probably is. Back then animation animation was the best way to combine realism with special effects and fantastical designs. I can imagine the artists had to make small scenes like that initially to confirm they had the skill level and those are what we are seeing.

this entire intro sequence was rotoscoped (but obviously with high skill). likely what attracts you to that sequence vs the other is that everything is moving. parts of the body don't remain static / shift across the screen without being drawn in a different new perspective like the one in the link does. tracing real people is obviously going to pull out more lively movements (providing the right things are exaggerated just a bit, rotoscoping can easily look lifeless without it.)

This was most likely not rotoscoped. It looks like this was animated by Hioyuki Okiura, a really talented animator who specializes in this kind of naturalistic movement. He's also known for directing the Jin Roh film. That film also has really realistic animation and many people came out and asked the studio (production IG) if they rotoscoped. The studio said no they didn't and they found the accusations insulting and flattering. So ye, no rotoscope, they guy is just really good.

That's like the people who take pride in drawing almost indistinguishable photorealistic drawings. I'll have to disagree with your opinion. Rotoscope changes the pace of the animation and looks out of place and uncanny. It is usually limiting the original animation art style with the physical limitations of the human being you're tracing over.

That Betty Boop scene is a perfect example. The character is literally sliding across the floor with its baby steps, pretty much out of sync of the scene while all of the other characters were walking solidly on the ground while following the animations' general rhythm.
