Draw smiley faces. Draw one right now! :)

I haven't drawn in a month but it's just laziness for me. The hardest part is making myself start the drawing. Once I spend a few minutes actually doing the piece I actually start enjoying and I'm driven to finish it. Maybe try making yourself sit down and draw for a certain amount of time?

Don't draw, live with the pain of regret, rather than the pain of discipline.

on the off chance you aren't just some lazy shitter:
I think this lack of drawing even when feeling passionate is the result of one of two things. either you are more interested in results than you are the process of creation, or you are depressed with factors outside of art. you obviously aren't busy because you are posting on 4chan.
if the issue is that you don't love the process, I would say there's hope for you but it takes effort like everything else. watch your favorite artists work or look at their process, try automatic drawing, meditate on what you want to create and find joy watching it come to life on the page. if you are the social type, try drawing with others, that may stimulate you as well.
if there is an extrinsic demotivator or depression, consider if it's solvable or not. if it is, work on that first, you won't be wasting drawing not time because you werent drawing anyway. if it's something that can't be solved, the first thing I'll say is that I'm sorry. things are that way for me. be kind but honest with yourself and try to do just a little bit of art and if you want to keep going, just run with it. if you are good enough at art to recognize small flaws and holes in your learning, fixing those can give you small victories that make you want to push forward.
if you just aren't passionate at all about art then you probably shouldn't be drawing, you're wasting time. good luck to anyone who needs help

Hardest thing to do is to actually get up and start doing it. If you can, and if you want to—get your materials and draw.
Doesn't have to be great right away. Consider this as a warm up. Sketch here and there, draw what you like, draw what you feel you want to draw at that moment.
You'll be proud and happy for yourself afterwards that you were able to do something about your worries.
