ok, so here's something i threw together. it's not perfect, but i'm no pro either.
First of all: the pose you chose for this character (and others too) is a very tricky one for someone of your skill.
most anime artists avoid drawing the mostly flat anime style face from this far below, and i struggle with it as well, to be quite honest. for the head, try to find images where anime characters are drawn like this and copy the face. or - even better- draw real humans from this angle and get a feel for how the neck connects to the head, what the jaw looks like, how the eyes change to be angled slightly downwards, etc..

one thing i noticed is that you constructed the head, but when drawing in the face, you completely disregarded that construction. the middle line of the head exists for a reason. it's where the eyes go.

the pose itself is kinda tricky too. while your character is drawn seen from "above", i believe you were aiming for a powerful character (i don't know the character, sorry) towering above the viewer, looking down upon the viewer dismissively. with this kind of perspective, everything that is about stomach level is flat, anything below the stomach is seen "from above", and vice versa.
the chest seen from an angle below only leaves the neck visible, the rest is obscured.
again, poses like that can only be drawn from reference if you have no experience, or draw lots of gestures until you get a feeling how the torso looks at such an angle.

you drew outlines under the chest, which makes it look like she is wearing boob socks. think - would fabric really lodge itself underneath the boob? (continued)

another thing - the hands. i changed the right hand to a pose i believe you intended, and roughly left the other one, but tilted it slightly. i found it quite painful to hold my hand the way you drew it - have you tried this yourself with that almost 90 degree angle down? I left the hand pose just in case, but i'm not sure what it means... if showing the number three is not relevant, i'd simply go for another hand pose...

with this, once again, you have two options: do the hands, make a photo, draw it like that. done.
or, if you wanna construct hands loosely: draw any hands, any position. draw, draw, draw, until you know instinctively which way makes sense.

from your lineart it seems you tried constructing the fingers by each segment.
i personally found this kind of approach confusing, because if sort of fools the (especially inexperienced with drawing hands) artist into thinking 'each finger segment can go any way', when in reality, fingers aren't completely separate from each other. try approaching the hand like a mass. i think this is more useful, i believe.

so, i recommend instead that you draw lots of people from gestures. quick sketches, long studies, anything. in my experience, only this gave a proper feel for how a person would stand, which body part goes where, what does it look like when relaxed, or strained. constructing became easier for me this way.
or, alternatively, find a single picture, or a few, with a similar pose, and go on from that. but i still recommend drawing from photos or real life first.
i hope this helped.
in the end, there is no shortcut for learning anatomy, perspective, shading, etc. neither for you, nor for me.
just learn, read books (there are so many here! isn't that great!) watch videos from better artists, but only as supplement.

How is drawing hard? Just look at something that looks good and draw something similar and if it just doesn’t look good draw it over and over and over untill it looks good. If it looks like shit halfway through start over, it will not look better once finished and you will learn nothing by finishing shit. Due to imperfections of vertebrate eye and low throughput of your optical nerve brain does quite bit of decompression and correction, thus unlike a hypothetical superior mollusk artist you will have to mirror flip the image you draw to detect flaws but that is the only advice you will ever need. Learning vanishing points and how many heads go to a person an dother such things is strictly optional, if the art you are trying to recreate incorporates these you will eventually figure it out on your own.

I think if you're able to understand that you're making mistakes is actually more important. That way you can improve. IQ may correlate with skill in art but it doesn't necessarily act as a precursor to it. It's like if I sit a person with a high IQ down and tell them to lay a bunch of bricks, they might figure out how to lay the bricks the right way more quickly because they learn from their mistakes more quickly. You could also grab a bricklayer who is a professional but dropped out of school due to disinterest and generally tests low across most intelligence measures, but will still whoop your ass at laying bricks. Art is more like laying bricks than an intelligence test.

It sounds like you're too mentally fragile to succeed at a 1v1 in anything vs. a person without your baggage.

Go lift some weights, build a project, or volunteer for something helpful. Once you improve yourself physically, mentally, or socially you can take that positivity and roll with it.

All people who are good at one thing have found success in other areas. Hyperspecializing results in your entire self worth being tied to one endeavor, and exactly as you say you fail once, get tilted, fail forever.

If this helps anyhow, I think I see the problem with your line of working, you need to see the problems before trying to fix them, don't just tackle anatomy senselessly and expect the final result to be optimal
For example, if you think the shoulders are fucked, go for a video on shoulder anatomy until you solve (or at least diminish) that problem, tackle each problem you see on your work one by one and try to actually put the practices you learn to use, the moment you learn them.

tldr: Don't just study without putting that knowledge you just learned into use (preferably right away)
