Depends on what your intent is. If you're doing line art that you intend on doing all the work in the colors and want to be able to easily select areas with the magic wand or whatever then that pic is fine. However, for anything else, the rules tend to blur quite a lot, and the approach might vary a LOT depending on your preferred style and approach. However, generally, you want to imply a variance in value -- you can do this through smart use of line weight, or through effects like hatching. For example, I've seen line art that involves using ultra thin lines with big thick fills for shadows, resulting in a stark contrast in areas of value, nothing like in the OP image.
Advice like in the OP pic or that one "how to do line art" with the buff superhero dude only show one very specific approach, aiming for ultra clean lines to be colored later. Line art that's meant to stand on its own should not look like that -- it should be looser, and more expressive. How loose and how expressive you go is up to you.
Generally, thinking in "rules" just limits you and more often than not results in boring ass line art. You want to go with what looks good for the drawing not what follows the "rules" some dumb tutorial image told you. Do the drawing, come back to it after a few days to review it. Be honest with yourself, if it's got some issue then remember that and try to fix it next time: say you realize that you went overboard with thickening lines in recesses, next time try to dial it back and see how that goes.
