Is it normal to only have slightly more than 100 followers on IG? I only get on average about 10 likes per post. Theres the occasional post that gets more than that but its usually when its fanart.
What are some good platforms to post my art? I want to gather a larger following.

Followers have little to do with talent and more to do how much you shill yourself and hop from trend to trend to get as much exposure as possible.
Sadly you lost the instagram reel push, like a year ago when reels where introduced you would get insane exposure from almost any short video. My pal grew his shitty food IG account from 200 followers to ove 50k just by posting reels when the algorithm as pushing reels hard the first couple of months
Nowadays the easiest platform to get followers is still tik tok, you get like 10x the amount of followers if you do even slightly interesting or amusing vidoes. These followers are kinda useless tho.

Either way unless you have fun with it, it's really not worth your time trying to grow your account organically, you probably won't get much from it, if anything. You are kinda 10 years too late bro sorry, unless you hit gold with something you'll mostly likely get stuck with a mediocre following

try posting with no more than 5 tags max and make sure that the tags themselves are not actually banned, you can do that by just typing into search a tag and if it doesnt show up that means its banned
the other thing is that on my IG it flip flops between being able to post more than 5 tags and sometimes only 5 max otherwise it removes my content from searches after a minute after uploading

if you do an IG post and you check the tags after 30 minutes and theyre still there then you arent banned, obviously ultra popular tags like #drawing or #art is going to push your post off so far no one will ever find it

the only issue is that is the sheer volume of the mega tags that 20 other people happened to post exactly at your time as well so within a fraction of a second youre 20 posts down
you can check with very slow tags that youll stay in the front for a while

as someone who uses ig over twitter, it took about a year and a half to build up a good following. make mutuals with like minded people, keep posting consistently, try to keep in touch with other artists that like your work. other people help a lot! of course its your work that is getting out there, so don’t rely on others too much. if i'm able to work out commissions and get a good amount of likes through ig, any one can

Honestly?
I've had the most success on Newgrounds and Neocities.
I can even lash out at people on NG with no consequences and call them gynotits with impunity.
It's a wonderful place after all these years. Everything I create gets interacted with, commented on, and I usually end up scoring a handful of followers for each post.
Neocities rocks because it's tight-knit and you control your own site, which makes it a good creative outlet to practice web development and graphic design as well.

So, this is sorta how i got an ok amount of following, you don't want to limit yourself on ONE place. I think it's called Digital Footprints, but you want to be everywhere, in a way, its like double or triple posting your art, like buying 3 or more lottery tickets, i mean, except not as pointless as that.

Second thing, surf what's popular, if you're starting out there's no way around it, do what you like but also, do what's currently popular.

And of course, consistency, the algorithm eldritch AI loves it.

Instagram isn't great, it's alright, it's a good second place. Right now Twitter is the best one, don't listen to people complain about it, whatever you pick people will complain, cause none of it is ever perfect sadly, it is what it is.

There's probably other platforms idk about, but yes, DO NOT LIMIT YOURSELF TO ONE, its a pain in the arse, it really is, just spread it out, keep it consistent, and with a bit of luck you'll get more people to see you.
