Honestly, One Piece, Naruto, HxH all have tip-top notch designs for what they need to be: Instantly readable, easily distinguishable and flavorful. You can easily recognize Gon, or Luffy, or Naruto instantly from a distance even in black & white, because they were designed specifically for that purpose. On top of that, they're recognizable even without sticking rigidly to a model: you don't need to get the shape of the head, or the exact height, or the hairstyle perfectly right for the character to be recognizable.

This, for example, looks pretty cool but doesn't read very well at all. Even when you expand the image it takes a half-second or so to figure out what you're looking at. The main characters of SK however have quite strong designs, but are just a little bit too complicated to be instantly readable from a distance, so while quite good I don't consider them to be on quite the same level as the examples I previously mentioned. Kazuki Takahashi however is on the same level.

To me, these are the golden standard of comic book character design. Obviously they serve a very different purpose from, for example, your typical art-station sci-fi stuff. Or even from capcom's fighting game designs: those characters don't need to be designed to be drawn thousands upon thousands of times under tight deadlines, they're designed for pure readability and flavor.

You might notice they still take the same approach when it comes to defining clear areas of darker value and lighter value to create highly readable and recognizable shapes. You poor fool. It's an essential skill to understand positive and negative space. Heres an exercise you can do to help you understand why:
Draw a (not too complex) shape as randomly as you can, this is the silhouette you will now work off of and fill in to create a character/scene etc. You will find quickly that you are drawing much more creatively working in this way, it helps to break you out of drawing endless faces/hands/pose sketches etc

Many historical and realistic designs aren't gonna be as bombastic and have that many extreme shapes for the silhouette. But, design aren't always about flashy shapes, some designs have genius functions to work with.

There is no really one hard rule to say a design is good. Personally, many real life designs are way more interesting than those disney designs you have there. Though it is granted that those designs were thought through by engineers, architects, fashion designers, artists, etc.
