I would think drawing the head and face would be better for that quote. You need to learn perspective, complex forms in perspective, curves and curved forms in perspective, wedging, forms on top of forms, and all that other stuff just to draw the face right. with hands you really only need to learn perspective, boxes, and wedging. Your brain is autistically trained to recognized when anything is fucked up with a face drawing too, so you'd always see when you mess something up.

It's really more like if you can draw you can draw anything, symbolic drawing is more akin to writing so it can be difficult to draw unpracticed perspectives. You're not really learning "how" to draw unless you're studying construction, but you don't need to know "how" to draw if you brute force practice.

No, hands are relatively difficult to draw, but once you get a grasp on the anatomy and proportions of hands its really not that bad

Face and head construction is fairly easy. Drawing hands, on the other hand, is like drawing an entire figure in itself. It's like you've got two figure drawings attached to the arms if your figure drawing. Drawing and foreshortening all those finicky, closely packed little limbs is a pain in the ass. It's probably the most complex mechanical construction in the body that you have to deal with on a constant basis.

I notice artists who generally have done some work seem to notice feet as the harder part, in 3d modeling as well. Most people are not used to really observing the subtle curves and arches of feet, but we see hands a lot more in our daily lives, so I tend to think that explains it.

Not really. However, you'll set yourself apart from the average pro. Once you get really good at hands you notice so many of your art heroes are actually kinda shit at them.
Ears are also neglected, grind those and you'd pick up on how bad most artists are at them.
