Better than most modern popular mangakas for sure, but slighty inferior to the likes of other 80s shonen artists like Tetsuo Hara and Tsukasa Hojo. I'd say his strongest point it's his character design and use of color.

I honestly feel that at some points the physics of the clothes and poses he draws are... Kind of incorrect-looking. The way he draws folds is alright, but the anatomy is very inconsistent. Jojo's is my favorite series but the art sometimes ticks me off. The anime does get the anatomy quite correct at points, but I'm not saying it's better than the manga.
I do love how he draws faces up-close though.

sometimes I think his art are better when he make it more simple or when it seems he is enjoying the process. the first two panels looks more soulful but and the other two just doesnt evoke the same feeling.

I think both them he put effort but it's clear araki can do better in he is inspired to do so.(jojolion he lost the will after the fat dude)

he is but he's too stuck on a specific beauty ideal/comfort zone face and bodytype, his aesthetics post blue hawaii jojolion are just way too stubby and sameface-y
this is specially apparent in modern volume covers where in his attempt to make them as pretty as possible he ends up making everyone the same androgynous european model while the faces manage to be quite distinct whenever he does anything lower detail

Yes and know, He really has a great style which can help mask things like his bad anatomy. If you actually read the manga instead of just seeing the Covers and promo stuff he makes you can see that his anatomy is wack.
Boxy torsos with skinny arms, Pointy sausage fingers and finger toes. Kids look like obese midgets. Square asses (I never realized how fucked the plural for ass is) and unnatural looking cloththing wrinkles.

Arakis always had strange anatomy but its doesn't matter because he clearly favors wild gestures to accurate anatomy and that's what makes his work so visually appealing. It doesn't need to be perfect to be great.

Not downplaying his ability, but he probably has an assistant who does the inking and if you know anything about the inking process it's often very based on the individual inker's ability as to how the page turns out in the end.
