IIRC, ballpoint pen cannot, be design, contain pigmented ink, therefore they aren't permanent.

Debatable. Graphite is a cheap, erasable, permanent, easy to control medium, with a wide value range. Carefully used, it can give lively, bold mark close enough to some that can be obtained with ink.

Lacks color, but colored mediums comes with some much additional complexity that they can hardly compete with the simplicity of graphite.
