It does work well for drawing and painting but it's not really made for it. Some programs are better at drawing and inking (like SAI), some are better at painting (Corel Painter), and others are good all-rounders that give you pretty much everything that you need for digital art about on par with PS, like Clip Studio Paint, except you don't have to fuck around with a subscription service and DRM and it's cheaper in the long run. It used to be that Photoshop was your only option, but that's not the case anymore.
