Well, look at it - what's on display?

>A figure, in perspective
>A blurred background
>Anime stylized realism (The hair and eyes are somewhat fantastical, and the pose is pushed to comic-book levels, but otherwise this is a standard costumed figure
>A foreground crystal element (which has hella art errors lol)
>Realistic colored rendering applied to the figure simulating lighting on cloth, metal, and crystal

One course of study someone wanting to achieve this as a hobbyist with 10 hours a week to practice (about 1.5 hours per day) could be:
>3 hours of real-life figure drawing a weekend at either your local university or in an online covid-compliant equivalent till you master the fgure
>1 hour of Loomis to practice drawing from imagination, and 1 hour of 3D software to practice modern helpful cheating (he used tabletop figure posers, modern working artists use 3D)
>2 hours throughout the week of Volumetric studies, value studies, and draw a box to gain intuition for lighting and perspective
>1 hour of material rendering studies to get a feel for the leather, steel, crystal, etc.
>2 hours of master studying and copying other artists in the anime community and online space to copy these sharp lines and rendering techniques on the skin, crystals, etc.

The above would probably get you to the above in about 1.5-3 years.

I'm not sure who the character is supposed to be or if it's the author's donut steel, so while I'd agree that this is possible, I'd call that a composition issue which could have been resolved by pointing the tip of the tail away from the connection point on her ass, which would gone a long way to help indicate it's not just a rock behind her.
