How good at art do you have to be in order to start learning how to animate?

good enough to know how to draw forms and rotate those forms

You need an understanding of form, anatomy and perspective to be able to animate well.
You can try to animate as a complete beginner, though. As long as you're being honest with yourself, you will run into your shortcomings very quickly.

I started animating when I was 13 and drew like a retard. It dosent really matter, just start now and your animation will improve with your drawing

Pretty good. Read animator's survival kit, atleast just the intro for a good explanation.

TLDR: Someone who can't draw trying to animate is like a armless, legless man with face paralysis trying to act. It's just not possible

Everyone is spitting bullshit, go watch Toniko Pantoja and he'll explain it way better. This board isn't the place to learn art.
