I just realised that I can’t name a single artist whos well known for being really fucking good at rendering with colored pencil.
Post artists who are great with colored pencil.

It's a really unforgiving medium. I tried for a few weeks earlier this year. It just isn't fun. I enjoy experimenting with alcohol markers. So it's not trad mediums or permanent mediums that are the problem. But it's really hard to get the right values, you can't mix or blend and the pencil strokes direction shows. If you rotate the paper just to give your hands a break it'll show. You can't cover it up. You can't save it. You have to do everything perfect. Fuck colored pencils.

You cant use hard wax pencils from the grocery store to make colored pencil illustrations. Especially the realistic ones you seem to be going for. Prismacolor, Faber Castell Goldfaber and some of the more professional oriented lines are what your after (many of them "oil-based") are what youre after.
You absolutely can layer pencil, but you cant go all-in and burnish every single pencil stroke by pressing hard onto the paper.
Also, a lot of newbies handicap themselves by trying to make drawings on slick copy paper. The pigment has nothing to grip onto and layers will slide all over one another, making mud. You need rougher, mixed media paper at the very least.
