Few options:

- luck. I was stuck at like 200 something followers for over a year, then I posted something that an artist friend of mine who has a few thousand followers rt'd and it ended up with like 80k retweets 150k likes or some shit, I went from 200 to 2700 followers overnight.

- trends. Constantly join every trend out there (that fits what you do) and interact (rt, like and comment on) other people's work under the hashtag. You may get lucky and have a post blow up, but even if you don't you will get attention and followers

- get political or controversial. It's no secret that tweeting about BLM, gender, trans people, racism, etc can be an easy way to get attention. The hotter the take, the higher the chances. But of course that means the followers you'll get will be into whatever you posted, so..

- consistency. Twitter rewards posting daily and multiple times a day. It doesn't just have to be art, you can talk about art, you can retweet people, you can share ideas, jokes or whatever, but the more you tweet the higher the odds of people seeing your posts. Don't overdo it though, I'd say between 3 and 6 tweets a day is more than enough.

- talk to people. Whether it's just telling someone you like what they posted, or leaving your work on those "share your art" posts, it all helps. You never know what you'll get out of it, I don't do it too often, but whenever I do I get some retweets and follows.

- engage with trends. Browse trending hashtags and either make some posts about it or engage with posts under them. Again, connect with people.

That's pretty much all you can do, just keep doing it and keep at it, some people get lucky and blow up less than a week after joining twitter, for some it takes years, for some it never happens. It's just the nature of the game.
