They have some amount of painting skill and probably used reference. Looks like a median filter has been applied to stuff. Gaussian blur also which they masked out for that dude above her hand and slightly reduced for anyone that isn't those two foreground dudes. Also film grain.
Basically, learn fundamentals and use reference. Tricks are cool to pick up but you want to learn to actually paint. Study from life. Be analytical when looking at good art. Best of luck.
