Legit try a dip pen. You don't actually need to use it or ink traditionally, but getting a feel for the mechanics of dip pens makes a lot of things about manga line art make sense.

Not OP but from what I could find the artist name is nishida and the specific work featured in the OP is called koisugi.
You should be able to find it on nhentai or hentai2read easily enough.
Not really a fan of genderbending but I really liked the tomboy aesthetic so I looked into the guy, but unfortunately most of his stuff isn't translated and is yaoi anyway.

Figure out the formula. What rules is nishida/usa using to decide lineweight?
It's a hierarchy.
Close to camera is thicker, far thinner.
Main forms are thicker, sub-forms thinner.
Sketch first, then make clean lines on a separate layer using 100% opacity, size-variable brush. Increase stroke stabilization on both position and size.You can mimic how mangaka draw large (Inoue takehiko draws on like A3 with a brush pen) by setting your canvas res high.
That's it. Consciously draw with that formula. It's everywhere.
