Yes, but the goal of a piece of art is showing an idea visually, not proving your own skill.
From the viewer's point of view, it doesn't matter if it's 2D, 3D, live action, traced or drawn from imagination.

Your dilemma only matters if your only parameter for good art is "can I do this without any external help?", but then again we can always stretch it one inch further with things like >>4623957
