Selection bias. There are loads of people who are really good at drawing, so you can see the results of the other filters which select for traits other than actual skill. Because women are more popular (due to instinctive psychological bias, AKA the 'women are wonderful effect' and massive propaganda efforts to make women 'cool' by lefty media since the 1960s) they tend to be more well known compared to equally skilled male artists. So it seems like there are more great female artists because the male ones aren't seen as much. Also, since you are not immune to those innate psychological biases and propaganda, you probably have a subconscious preference for work you know was done by a female.

I don't know anything about predilection of women to be good artists, but two of my absolute favorite mangaka are female. Hiromu Arakawa and Ryoko Kui. They're not just outstanding character artists, they're exceptionally good writers among mangaka too. Out of all the really popular shonen series, Fullmetal Alchemist is one of the best in writing by far and the way she draws musculature makes me wet, man.
