Because these are made by using cutouts of characters pasted into backgrounds made by a separate artist.
It is the same way VNs are made, mostly.
You have a character artist, a background artist, and a composite artist.
They each get a stack of prompts which they work on, most of the time independently.
The character artist will make a character doing a dozen or so expressions and poses and a background artist will just make backgrounds for the locations listed. This is then usually tossed into the composite artist's lap and he pastes one into the other.
The composite artist usually has more consideration for perspective, but you are honestly looking at the image as if it were an illustration which, it plainly, isn't.

Just because something is easy to publish, doesn't mean you need to sacrifice the artistic integrity of it. There are a lot of simple cute mobile games that have pretty art styles with correct perspective. VN style backgrounds and characters are lazy in terms of something as basic as perspective and people shouldn't be complacent with them simply because they're made by the "superior japanese race".
"It's supposed to be like that" isn't an excuse. It's lazy and should be looked down upon.

it's not about "need to sacrifice the artistic integrity" but more trash, under developed, cash grabs, etc. pass through it without a problem. steam is suffering of that too now, to some degree.
meanwhile, to get your game on ps/xbox/switch you'll need to have some level of polish, although, that being said, dating/visual games still make through and get published without a problem in those consoles too

Yeah, I worked making sprites for a VN and that's pretty much it, except I was also in charge of the CG art but I had no saying on the backgrounds most of the time and they were made by a separate person
