I don't think everything has to be finished and polished, definitely every actual project and any study for learning realism/color/values needs to be finished. As long as the goal of the study is reached, it doesn't need to be completely finished. Like a timed study or a quick anatomy study are just going to look however they're going to look.

People say that you need to draw very often to keep your skill. I can't say I'm improving but I'm definitely not regressing. All that technical stuff just comes out naturally, it's on a muscle level. It teaches you how to finish an art piece and it teaches you the drawing process, which is definitely necessary for a beginner to learn. However as a beginner you could have a value study you work on for a whole month to get to finished level and practice the process, while doing other studies and pieces through the month on a daily or weekly basis, and just coming back to the big study throughout the day when you're not doing others.

I'm a mix of all 3, I wish I could draw more, I love drawing but I generally have no idea about what to draw (usually ideas flow randomly and I get random spikes which occur rarely). Sometimes I got urges to draw but im stuck at the concept part. So I end up with lots of unfinished sketches or I do anatomy studies instead.
