Because there are no primary colors in the sense that all other colors are a mixture of a primary set. Newton showed that white light contains the spectral hues and that pigments are subtractive. I'll add that Newton, in addition to literally inventing modern physics as we know it, also deduced the extraspectral hues - combinations of cone cell stimuli that do not correspond to any single wavelength of light but require a combination of red and violet, resulting in a circular topology of hues. However, he grouped the spectrum into seven distinct hues (ROYGBIV) due to some misconception I can't remember and irregularities in the solar spectrum due to atomic transitions, whereas obviously you can have light of any wavelength in principle. Mondrian's whole thing was based on abstracting art into its primordial forms, hence the straight, perpendicular lines, and """primary""" colors.
