As someone starting from basically square 1, what would be the best class/curriculum structured way to tackle the art/mediums I wish to improve in?
Traditional/digital drawing and traditional/digital painting for character design, portraits, landscapes, etc

My main goal is to be able to do comics, both traditionally and digitally. And as someone who is basically at square one, what would be the best structured "path" sotospeak to tackle all of these things?

Just follow any advice you get from anons above, and pick one comic book and practice all the angles on it. I advice copying from older manga or comic book from year 2000 or earlier as the shot composition are still clear for beginners.

Yes he is. I personally swear by this book. It was written by a very prolific yet underrated japanese artist named Unduru Rumisu. One of the best books ever written.

The best approach in my opinion is the "learn as you go" method. You said you wanted to do comics right? Then right a 3-4 page story and draw it out to the best of your ability. You don't have to show it to anyone but do your best. After you're done, look at it with a critical eye and ask yourself what needs improvement. Maybe you're not satisfied with the faces, or figure drawings, composition, perspective, etc. Then pick one and work on it. You'll reach a plateau after a while so jump to another problem area. Maybe you were working on the head and figures before and now you will try perspective. After you've spent some time studying, do another short comic and repeat the process. Also look at whatever work inspires you/ looks like something you want to do and steal whatever you can from it to improve your own art.
