Learn fundies really well and go to the nearest Kingdom Hall (Jehovah's Witness church) and paint people. Maybe you'll get a job as a cover artist while you're at it.

No, like if I want to emulate that effect in flat-colored line-art, do I need to learn to paint from life? Or is there a color theory text out there that I can consult?

two different things, you need to be able to see proportions and line correctly, and you need to be able to see and recreate correct values, check out the bargue plates and practice copying those

I know some people here idolize him, but i personally find his stuff boring af
it seems like he relied too heavily on reference, which is good up to some point since it allows his subjects to look more natural, but at the same killed his creativity and made everything look stiff and unimaginative

Not all of his stuff is unimaginative, some of his work in Creative Illustration is imaginative.

Still, the point is not to idolize him. A lot of these classic teachers—Bridgman, Loomis, Jack Hamm—weren't innovative or stellar artists (hell, Jack Hamm drew lame Christian fundamentalist cartoons), but they all had a solid grasp of fundamentals and a knack for articulating them, which makes their books helpful.

Same here, or at least the example in the OP. Looking at shit like that only makes me think how I DON'T want to draw like that at all.

Honestly, this one thing still fucks with me a lot: the fact you can master autistic, godlike levels of fundamentals and all the while have no way of knowing if your art is going to be actually GOOD or not. You know what I mean? Between skill level and personal tastes, there's just so much that could ruin your work in a lot of different ways.

1. Its a style study it.
2. Loomis studied at the arts students league with George Bridgman and Frank Dumond. You should check out their students and their teachers. Both Bridgman and DuMond studies in paris at the academie julian, under the likes of Jean leon Gerome, Jules Lebfarve ect., check out classical training(modern close connection in training can be found in students of ted seth Jacobs). Also the students of Bridgman and DuMond such as Frank Reilly, Burne Hogarth, Normal Rockwell. There are also related resources such as the famous art school stuff.
In general its a stylized art that uses references and has a heavy background in traditional observational drawing.
