Are there any ways to improve at drawing without practicing? Like, mental exercises or looking at specific works of art? Meditation? Hypnosis?

What the other anon said careful observation. An example is when you're grocery shopping don't just put the cereal box in the cart. Analyze it for a few seconds . Look at how the cardboard stitches together, look at how they use colors and composition to get the theme of the cereal across, take a mental snapshot of the girl on the box. You can do the same for everything else in your life. Don't just look at the car next to you analyzes it details. Don't just look at your cart analyze it and compare it to other carts. Don't just look at people next to you analyze their faces real quick. Do the same when your on a long commute/wait. Analyze something on pinterest or the free magazines they give
Of course this wont improve drawing, but more your visual library.

Mental exercises do actually improve your skill if you have good enough (say it with me) foundations, this is true about both basketball and classical piano, let alone a skill based on partially on observation and not purely on muscle memory.

However, ballers and pianists only found this out because they require giant peripherals to practice, if you're doing mental exercises when you could just have a sketchbook + pencil on your person you're a fucking moron.

Alright OP, listen the fuck up.

IF you don't have an 3D girlfriend or sex slave IRL:
Buy a VR headset and watch VR porn that is recorded properly for VR. Of course if you have a real gf you don't need to do this but even then, the stereoscopic-like 3D effect they use for this shit is amazing, it's like you actually have the whore in front of you. This isn't ideal because it's difficult to draw with a fucking screen strapped to your eyes but the advantage of being able to perceive ACTUAL 3D SPACE/FORM/VOLUME/SHAPE (or rather, the illusion of it) is honestly eye opening. It allows you to perceive detail you don't usually catch from eyefucking 2D reference images.
Not only did I experience quality faps I havent felt for a while, but I feel I've also been able to see new landmarks for female anatomy that I previously wasn't able to with just conventional images. I just need to make sure I don't somehow damage my eyesight or give myself brain damage and I KNOW I will be raking in comissions like a camwhore rakes in betabux. I have to say the future, while hopeless, is incredibly bright.

If there are methods, it would take notable talent to make any effective use of them.

That being said, observation and analysis really only serve as a supplement to regular drawing practice. You have to draw with some regularity to make any use of your profound observations.

Basically, there are many creative ways to improve at art. But none of them matter if you're not drawing regularly.

motivation and confidence

if you're drawing animu shit, watch anime and movies that you really like while you draw, if you do coomer stuff, draw while you're horny, if you do artsy fartsy stuff, watch documentary's, and most important, always, every now and then, listen to music
