Its called the Anatomist by Gabriel von Max. I think its pretty straightforward, a guy is about to study or dissect the corpse of a young lady, but in a sort of unprofessional way it seems.
The skulls on the desk in contrast gives it Death and the Maiden symbolism and points out the fleeting nature of youth and beauty

The artist also had a thing for slightly creepy monkey paintings
