Just draw boxes cones and cylinders in weird perspectives man that's how you start. Then you will begin to understand and do more complex forms. It's a long process that takes years to master.

If you come from drawing figures a lot which I'm sure you do, you need to throw your ideas about prorportion out, and go into figures in different angles with an open mind, and ideas that are very different than you already had. The key to it is have a key area overlap another key area. Look at the pic you posted, see how her boobs are overlapping majority of the shoulder girdle?

To add enveloping is a fantastic approach to these crazy angles, these pixiv tutorials helpped me understand enveloping can be used for more than creating cramped traditional figures.

If you mean something similar to the OP pic than this is my advice to you: learn how to set up a 3 point perspective grid and use it to judge the figures proportions in extreme angles. Then draw draw from life and take refrence pictures in those same angles and compare/critique them to your own drawings. Do this until you can eyeball the proportions to look the way you want them to without the grid.
