It's very hard to judge something without actually being a good artist yourself.

If you are looking historically, you are going to have to touch on the books to know what each artist is trying to achieve and then with your own knowledge make your own call. For example, even though he's a know figure I still really dislike Modigliani. Though I'd get millions if I wanted to sell one of his pieces.

Also it's important to remember "Art market=art piece value". When an artist gave it all and brough out something speical, it shows. And who cares that "art market economics" ignore it?

As for IC stuff, it's really hard to make a judgement without seeing a piece, but there's a thing about using the language of form, values and colours with mastery that the eye immediately recognizes.
