It's so shittily described (seriously, what is the "line" of the hip? WHICH line?) and the drawing is bad too, so I can only guess at what he means. I also don't find anybody else calling it the "monkey hand." I think he's just talking about hyperextension of the joint. I never saw it a woman-only thing, though thinking on it, guys usually don't lean on their arm that way in the first place.

He's an idiot, but that's not really something you can "do". Arms don't rotate in that direction, the angle comes naturally from how the humerus and ulna are angled from your birth. All people have this, but some people are more extreme.

This is different from hyperflexion >>4196672 which is how far back you can extend your ulna.
