Where to begin if all I want to do is paint street scenes and cityscapes using acrylics? Perspective is the most obvious first step, but I'm thinking more along the lines of actual painting techniques. How would one make the texture of bricks, old road tiles, walls, picket fences, windows, doors, cement steps, concrete, glass, etc? Is there a book covering such techniques?

You seem to be a bit confused, creating good work is granted by knowledge of fundamentals, textures are one of the last things you should worry about. First step is composition, values and color choices. In general, besides standard grind I recommend going outside and painting a lot and getting it critiqued by someone good. Take a close look at various artists works and how they paint different things, watch videos of process, James Gurney is good. Use different kinds of brushes and research how other people use them. You can use scotch tape, palette knife and other objects to create effects, but it's more of a gimmick than actual important part, you should be able to paint everything with a couple of synthetic and bristle brushes. Copy work you like, it's a good learning tool.

What anon said. This has zero detail and still looks convincing. Let the viewer's brain fill in the details, work on getting the picture's base in place.
Once you're doing that (relatively) effortlessly, you will have time to spare on textures on the parts you find the most relevant.

If you really want to practice texture execution and whatnot, go for some fruit bowls.
