If you are just talking about mimicking that anime style because you're tired of realism vs. skipping fundamentals, I would just do this little exercise
>put anime head on canvas
>set layer at 40% opacity
>new layer
>mark top and bottom of head and middle line of the face, don't mark the features
>hide anime layer
>new layer
>draw head with construction, don't look up or copy
>pop anime head back
>be horrified
>acknowledge differences with your drawing overlaid on it
>clear drawing layer and start over
this helps you understand the proportions
