Is it actually possible for anyone to get this good with enough practice, or is the talent ceiling real? Even things like small differences in human biology, eg how far apart your eyes are, the length of your fingers, etc, can make the difference between being good and being a master.

With the proper study and critique: yes.

Or you can be a little bitch and keep on thinking you'll never make it because of your own self-imposed limitation.

Are you average intelligence or above?

Do you have your dominant hand still attached to your body?

Do you have eyes that semi-work?

If so. You can do with the right study and having experienced people critique (which you can do online now anyway ... just don't expect decent critiques from 4chan, at least not most of the time). You'll need to pay for decent critiques. But they're cheap.

Do Dynamic Sketching through CGMA to get your fundamentals down. Or if you can't afford that, Do Drawabox and support through patreon. Pretty cheap to get your homework critiqued. Dynamic Sketching is more the fast track, but you'll have to pay quite a premium for it.

Then worry about studying painting/digital painting. Go with Izzy Medrano and his Logic of Light and Color series. Support him through Patreon and get complimentary videos, discounts on his previous videos, and guaranteed monthly critiques.

Judging from OPs pic all you need is to master Photoshop
