Drawing almost every day for a few years now, I feel like i haven't improved in the slightest. Makes me want to quit. Do you know that feel? What have you done to overcome it?

try using your brain and reference when drawing instead of going on autopilot

Sometimes I feel like I've had a breakthrough and can literally feel the form, next day it's gone and I go back to symbol drawing. I try to draw at least an hour per day.

1 hour a day isn't very much. I'd be skeptical about your ability to make gains if 1 hour a day is your average. Ideally you should be shooting for 2-3 hours a day on average, with some much longer periods on weekends or whenever else you have time.
You say you feel like you're symbol drawing, is that when drawing from reference or imagination? Or both?

thats what you are doing wrong. instead of grinding like an autist do fundies along side what you want to draw.

These. Shoot for more time and take things easy. Don't put too much pressure on yourself or you won't be able to finish anything out of fear or it looking like shit. You need to make complete work that looks like shit and you gotta fail first.

Regardless of efficiency, 1 hour a day "for a few years" is a lot. Progress should be noticeable after 1000 hours of practice.

The question becomes "how is OP practicing" then. Like how much variety, finishing shit, observing from other artists, etc. cause it's real easy to become stuck in a rut and stagnate like that one guy who practiced for over an hour every day for 5 years and didn't get anywhere special.

Did really everyone who is able to draw decently spent over 9000 hours on drawing everyday? I dont really think so. I'm able to paint pretty well since I was young, but I can't draw for shit and I'm unable to learn it.

>Did really everyone who is able to draw decently spent over 9000 hours on drawing everyday?

1 hour is literally nothing, nowadays I spend almost all my free time on drawing (around 5 hours) and my first hour is usually dedicated to making warm-up sketches and analyzing mistakes I made yesterday.

Most people wouldn't have time time to make enough progress in only an hour, you also have to consider that people starting out in drawing usually draws very slow, when I first started to draw gestures I used to spend 15 minutes on something that should be drawn in less than 3 minutes.

Depends on what you consider "decent" at drawing. Anyone who is very good at drawing in general (someone like Karl Kopinski) probably would have passed that amount of time spent very early. Going to a good atelier or art school for several years could easily force you to spend thousands of hours on drawing and painting each year

Dont underestimate how much time it takes to become competitive. It does take thousands of hours. Most "talented" people who become professionals in their 20s just already have a huge amount of time spent with pencil and paper since drawing from an early age.

This isn't to discourage you. Every hour spent drawing you should make progress in some way even if you can't perceive it.
