What do you practice in order to achieve this result with only using a pencil?
I feel so lost as a beginner because there's a million things I can and should be doing in order to git gud, but I have no idea where to start
Say I wanted this achieve something like OP's picture. Do I study construction of the head, then values, rendering?

General observational drawing skills are more important than using an entirely constructive approach for drawing portraits. If you can't accurately draw the proportions that you see without too many flaws then no amount of circles and boxes will help you draw an accurate portrait. First learn how to "block in" the silhouette of the portrait, important landmarks, and measure them to make sure you have mostly accurate proportions like you're doing a Bargue plate. After that block in the shapes of the darkest shadows. Watch how artists do Bargue plates and just mimic that.
