Different pure hues have different values. It's intuitive if you work traditionally that the yellow pigment looks lighter than the indigo, but seeing the hue/value slider in a drawing program kinda muddies it

It's not about the values. Painters say get the values right and you can pick any color, and this gets misunderstood. If you're painting and especially if you're painting realism, values are king, colors are a secondary or tertiary in importance. This is true. But artists who work without value (cartoonists, graphic types) can still have great color harmonies. How can that be?
Even the OP is a fairly flat anime-style image with toon shading. Most of the value contrast is local, i.e. the inherent difference between a black object and a red one under the same lighting. I highly doubt this artist even thought much about his/her values in this case.

The truth is, you can get away with all kinds of funky color combos if the drawing is good and you don't have absolutely shit taste. I'm talking stuff beyond even the traditional complementary, triadic, and so on. This piece though is almost entirely reds, blues, and yellows. Black and white go with everything and balance out the image.

You should read up on color theory like others said, but to start, use more gray. Using colors in their more desaturated state and building up in areas of emphasis is a great way to internalize how color harmony really works. Pic related (also uses a narrow value range).
