Is it worth giving up video games and tv in order to draw more?

Nope. Taking breaks is just as important as working hard.... unless all you do is take breaks.
I spend about 25 hours a week working, ~45-55 hours drawing and maybe 10 or so hours playing games/watching something.

I've gone months with only art and work and it makes me far less productive and motivated. You need inspiration and new ideas to keep moving forwards sometimes.

Shitty retail job until I'm able to make money from art. I've thought about getting a job I don't hate as much, but right now I only work 5 minutes from my house which is great for not wasting my time or having to pay for travel.

If you really wanted to draw more then you would naturally prefer spending your time doing it rather than video games/tv/etc. If you have to force yourself to stop playing games then don't do it because you're probably cutting off your source of inspiration. I would never set a time limit on what I should do because you learn the most based on what you love to spend your time doing.

I used to play games 8 plus hours a day but now I have to force myself to spend an hour or two playing games because every second I spend playing games all I can think is 'this is time I could be using to get the fuck out of /beg/'.

Now I just need to adopt this mindset with browsing 4chan.

You can learn a lot about art just from playing video games or watching TV. A lot of people are inspired to draw/write/sing/etc because of these things. Just because society says it's a waste of time doesn't mean it is. It's only a waste of time if you aren't actively paying attention to the game/tv show because otherwise you won't remember anything about it.
