I'd say its true, for the most part. Stylisation often comes with fucking around with proportions, whether its Looney Tunes or your favourite mango. Manga tends to enlarge the head in proportion to the body, and enlarge the cranium in relation to the rest of the head's features. Old American cartoons use the same proportions for their "cute" characters like Jerry mouse or Porky Pig.

It's about visualizing the forms in your head in 3d and adjusting the proportions and how they relate to each part of the body to taste

When Vilppu says FEEL IT he's not being esoteric you're supposed to be conceptualizing how the forms would look and feel in your brain
