takeshi koike is probably the best example, but a lot of platinum games like no more heroes have a similar aesthetic. lethal league and the art of ronald wimberly also come to mind

Takeshi Koike has stated that one of his biggest influences is Mike Mignola's Hellboy; he basically applied Mignola's method of stylization to anime which is why his works stand out so much in the anime industry to this day. Koike's recent Lupin the 3rd OVAs have similar exaggerated perspective and character designs albeit with the harsh shadows toned down. In fact, all of Monkey Punch's original designs stand out on their own right so you could always look into that. As for hip-hop influences, Studio 4°C released Mutafukaz with accompanying character design and storyboard artbooks:
